In the context of shifting global politics, Russia and Ghana remain strongly aligned, driven by hopes of maintaining their bilateral ties. During an official visit to Ghana in early October 2025, Dmitry Savelyev, a member of the State Duma and the International Affairs Committee, spoke about Russia’s increasing influence and diverse economic collaboration with Ghana.Here are the interview quotes:
B&FT: As a member of the State Duma tasked with fostering parliamentary ties with Ghana, how would you describe the current geopolitical shifts and Russia’s foreign policy objectives, especially concerning Ghana and other parts of Africa?
Dmitry Savelyev: The relationship between Russia and Africa has been re-evaluated in recent years, aiming for greater development—a logical result of ongoing global political trends. International geopolitics is experiencing major shifts, and the world is moving towards a multipolar structure. Africa possesses all the necessary elements to emerge as one of the key players in the new global order.
Russia has historically collaborated with African nations in their pursuit of independence, and our nation is currently focused on Africa successfully unlocking its potential as a major player in the global political landscape. Russia adopts a highly serious and structured approach to developing relationships with African countries.
We are bound together by traditional ethical values and the social structures of our nations—contrary to the neo-colonial ideas pushed by the West. At the same time, Russia has consistently based its relationships on the principles of equality and mutual respect. Russia and African nations, such as Ghana, have a lot to provide one another. We possess robust science and education systems.
Ghana’s respected President John Dramani Mahama completed his studies at a Russian university and expressed fondly about his experience in Moscow. Ghana is home to numerous gifted young individuals for whom a Russian education can contribute to economic growth and scientific advancement, ensure food security, and promote the nation’s technological independence.
Ghana’s distinct natural environment attracts the attention of our researchers; collaborative studies may greatly enhance scientific progress. Ghana is a key producer of cocoa and various fruits that cannot be cultivated in Russia because of its weather conditions. This list of shared interests is extensive.
B&FT: With President John Mahama at the helm, the focus is clearly on enhancing economic collaboration. Could you offer an evaluation and highlight the importance of the present state of economic cooperation?
Dmitry SavelyevI would like to reiterate that Russia and Ghana, like other African nations, are connected primarily by shared interests and a dedication to the same values of our peoples. Strengthening economic collaboration is a key objective in the agenda of Russian-Ghanaian relations.
Nevertheless, although the trade volume is low, the prospects for Russian-Ghanaian economic collaboration are much greater. Russia is making efforts to leverage its port capabilities to build connections with African nations. Hence, Russia and Ghana share numerous areas of agreement for more substantial progress in trade and economic cooperation, particularly considering President John Dramani Mahama’s initiatives.
B&FT: What do you consider to be the significant accomplishments since the creation of Russia-Ghana interparliamentary relations?
Dmitry SavelyevGhanaian parliamentary groups visited the State Duma in 2023 and 2025. In May of this year, a Ghanaian parliamentary delegation, headed by Speaker Alban Bagbin, took part in the XI Nevsky International Environmental Congress, which focused on climate change, food security, and environmental technologies. During my meeting with the Speaker, we talked about building strong relationships between Russian and Ghanaian parliamentarians.
In August, Ghanaian lawmakers Zuweira Muhammad and Emmanuel Agyekum attended the Technoprom 2025 conference, an international event focused on technological advancement and workforce development, which takes place each year in Novosibirsk. This list of shared interests is extensive. The outlook for future collaboration is promising. It is worth noting that Russia has consistently based its relationships with the Republic of Ghana, as well as other African nations, on the principles of equality and mutual respect.
