The administration has unveiled a detailed plan designed to enhance the well-being of government employees and retirees, featuring a unique holiday bonus, car discounts, better healthcare provisions, and housing benefits.

The Minister of Public Service, Labour, and Social Welfare, Edgar Moyo, stated that these actions are part of continuous initiatives to create a driven and efficient public sector, recognizing the commitment of government workers.

According to the new scheme, every government employee will be given a one-time Special Presidential Allowance of $150, to be distributed in two parts of $75 each in November and December 2025.

This additional benefit will be in addition to the standard annual bonus and monthly wages.

Moyo mentioned that a new Job Evaluation and Compensation Framework is set to be implemented in the first quarter of 2026, an initiative anticipated to synchronize salary arrangements with performance levels and job roles.

As a further enhancement, the vehicle discount program for public sector workers has been completely reinstated to the 2022 benefit standards, recognizing those with extended service in accordance with Statutory Instrument 124 of 2022.

The advantage will come into force on 1 December 2025.

The administration is also taking steps to enhance medical benefits by revitalizing the Premier Service Medical Aid Society (PSMAS) to guarantee long-term access to high-quality healthcare for government employees and retirees.

To enhance long-term well-being, Moyo mentioned that 26,000 housing plots have been designated for government employees—20,000 in Harare and 6,000 in Bulawayo, with additional distributions expected across the country.

“These actions highlight the Government’s commitment to enhancing the well-being of its employees and retirees, guaranteeing their ongoing role in effective and timely public service,” Moyo stated.

The statement has been received positively by parts of the public sector as a timely action before the holiday period, although labor unions are anticipated to keep advocating for more comprehensive salary evaluations in 2026.
