Sri Lanka, October 30 – The Northern Province has launched a digital option for settling traffic penalties via GovPay, the government’s unified online payment system designed to enhance efficiency and openness in public service provision.

This launch makes the Northern Province the third region in Sri Lanka to allow traffic penalty payments via the GovPay system.

The formal inauguration event was held at the Kilinochchi District Secretariat, featuring the involvement of Public Security and Parliamentary Affairs Minister Ananda Wijepala on Tuesday (October 28).

The gathering included Fisheries, Aquatic and Ocean Resources Ramalingam Chandrasekar and the Chairman of the District Coordinating Committee for Jaffna and Kilinochchi Districts, the Senior Deputy Inspector General (DIG) of the Northern Province, DIGs from the Vanni, Kilinochchi, and Mullaitivu as well as Jaffna and Kankesanthurai Divisions, along with the Senior Superintendent of Police (SSP) for the Vavuniya Division.

Also in attendance were the SSPs from Mannar, Kilinochchi, Mullaitivu, Jaffna, and Kankesanthurai Divisions, as well as Harsha Purasinghe, Chairman of the Digital Task Force under the Transport Ministry, and Sanna De Silva, CEO of LankaPay. More than 150 traffic police officers from the six divisions of the Northern Province also took part.

Several awareness programs for traffic police officers stationed in these six divisions are also taking place throughout the province. Recent sessions were held in Vavuniya (October 26), Kilinochchi, and Jaffna (October 27), arranged by the Sri Lanka Police together with the Information and Communication Technology Agency (ICTA) and LankaPay, with more than 400 traffic officers participating.

This implementation allows drivers in the Northern Province to easily, securely, and immediately settle their traffic fines on-site using any online or mobile banking service linked to GovPay.

At present, traffic penalties can be settled via the online and mobile services of 14 banks and six financial technology apps, such as BOC Flex, Sampath Vishwa, HNB Digital Banking, and SOLO, NSB Pay, Peoples’ Pay, ComBank Digital, DFCC, Nations Direct, NDB Neos, Pan Asia, SDB, Seylan Internet Banking, LB Finance CIM, WEBXPAY, FriMi, Genie, and iPay.

Following the launch of in-person traffic penalty payments in April 2025, a total of 23,539 penalties worth more than Rs. 31 million have been handled via GovPay.

Introduced in February 2025, GovPay is a collaborative effort between ICTA and LankaPay, carried out under the supervision of the Digital Economy Ministry. The Traffic Fine Payment Project is led by the Digital Task Force within the Transport Ministry.

The system seeks to enhance the effectiveness of governmental services by promoting secure, easy, and immediate online payments from the public.

Up to now, more than 35,000 digital transactions totaling over Rs. 407 million have been handled for approximately 2,700 government services via GovPay, supporting Sri Lanka’s progress towards a digitally advanced country and improving the standard of living for its citizens.
