Morocco introduced its AI Made in Morocco national artificial intelligence strategy on Monday, a plan the government claims will boost economic growth by as much as $10 billion by 2030 through expanding AI research, infrastructure, and workforce development as part of its larger Digital Morocco 2030 initiative.
The initiative, introduced during a gathering in Rabat by the Ministry of Digital Transition and Administrative Reform, outlines bold goals to equip 200,000 graduates with AI expertise and generate 50,000 AI-related employment opportunities by the end of the decade, according to officials.
It also involves efforts to establish independent data centers and enhance cloud and digital infrastructure throughout government agencies and the business sector.
Morocco’s total economic output is approximately $170 billion, with the anticipated AI impact potentially providing a roughly 6 percent increase to the country’s economy, as per government estimates, as reported by Reuters.
New institutions and partnerships
A key element of the launch was the official introduction of JAZARI ROOT, a central platform aimed at establishing a network of Instituts Al-Jazari, national centers of excellence created to connect research, innovation, universities, and private sector entities in the field of AI development.
The gathering also included the establishment of strategic alliances with global and local organizations to aid in the execution of the plan, enhance cooperation between the public and private sectors, and ensure national research aligns with industrial requirements.
International cooperation and regulation
Morocco has entered into a partnership agreement with Mistral AI, a prominent French entity in the field of generative artificial intelligence, to create a research and development facility dedicated to the creation of AI tools, the evaluation of prototypes, and the sharing of expertise.
Amal El Fallah Seghrouchni, the Minister of Digital Transition, stated following the signing of the agreement that “our goal is to establish Morocco as a leading center for AI and data science in the future.”
The administration is also working on laws to control artificial intelligence technologies and guarantee responsible implementation.
Strategic context
The plan is based on the Maroc Digital 2030 initiative, introduced in 2024 to upgrade public services and digital systems, as well as the July 2025 National AI Conference, where self-reliant AI and creativity were emphasized as key focuses.
Authorities characterized the strategy as essential for national competitiveness, technological independence, and accessibility, and noted that it signifies a change in approach where AI is viewed as a comprehensive economic and administrative tool, rather than just a technical device.
