Addis Ababa, January 12, 2026 (ENA)—The United Nations High Commissioner for Refugees (UNHCR) states that digital identity is transforming humanitarian aid and the integration of refugees in Ethiopia.
Engaged by ENA, Aissatou Aissatou M. Ndiaye, the UNHCR Representative in Ethiopia, discussed the Digital Ethiopia 2030 initiative, especially the Fayda national digital ID system, which she highlighted as a key factor in enhancing the efficiency and inclusivity of humanitarian efforts.
The Ethiopian administration has consistently highlighted the significance of the Fayda system in its extended digital transformation plan.
Fayda is a fundamental component of the Digital Ethiopia 2030 initiative, which was officially introduced at the close of last year, and it is part of a larger worldwide trend where digital identity systems are progressively shaping national economic development strategies.
Prime Minister Abiy Ahmed has previously highlighted Fayda as a key component of the Digital Ethiopia 2025 strategy.
Amidst this context, Ndiaye emphasized that digital identification plays a crucial role in comprehending the genuine requirements of refugees and those who have been internally displaced, as well as in providing efficient support.
“It’s impossible to offer meaningful support without a clear understanding of the communities involved. Digital identity serves as the foundation for long-term solutions,” she stated.
She highlighted the universal and welcoming character of the Fayda system, which is available to both Ethiopian citizens and foreign residents, mentioning that she personally possesses a Fayda ID card.
Ndiaye stated that Fayda facilitates precise digital registration, enhancing humanitarian planning, decreasing redundancy, and lowering the chance of being left out.
In addition to aid distribution, she mentioned that the system represents a significant step forward in social and economic integration, especially for refugees.
In conjunction with Ethiopia’s forward-thinking 2019 refugee proclamation, digital identification enables refugees to obtain vital services including establishing bank accounts, registering for public schools, receiving medical care, and pursuing job opportunities.
“Fayda offers legal recognition, enhances the dignity of refugees, and enables them to manage their future while supporting the growth of the host country,” she stated.
The UNHCR thinks Ethiopia’s strategy could act as a regional and continental example, showing how digital tools can improve humanitarian protection while reinforcing national systems.
