A second thorough special investigation team, headed by the Democratic Party of Korea, was formed to examine lingering doubts that were not addressed by the previous three special prosecutors (insurrection, Kim Keon-hee, and Marine Corps). It was launched on the 25th following approval from the National Assembly. This is the fifth special counsel team since the start of the Lee Jae Myung administration.

Special Prosecutor Kwon Chang-yeong conducted a signboard ceremony at the special prosecutor’s office in Gwacheon, Gyeonggi Province, on the same day to mark the start of the inquiry. Kwon remarked, “The special prosecutor system serves as the ‘sword of the Constitution’ to protect the Constitution and uphold confidence in the criminal justice system,” and continued, “We will carry out investigations without any exemptions, strictly adhering to legal guidelines and evidence, while ensuring political impartiality and fairness.”

This particular special counsel will examine 17 cases, including allegations concerning the Dec. 3 emergency martial law and foreign exchange matters, the so-called ‘Noh Sang-won notebook,’ suspicions about the relocation of the presidential residence involving former first lady Kim Keon-hee, and the alleged alteration of the Seoul-Yangpyeong expressway route. Earlier, the insurrection case against former President Yoon Suk Yeol, handled by Cho Eun-suk’s special counsel team, saw the ‘Noh Sang-won notebook’ rejected as evidence during the initial trial. Moreover, cases related to former first lady Kim Keon-hee, managed by Min Joong-ki’s special counsel team, were either dismissed or resulted in acquittals by the court, which could lead Kwon’s team to carry out additional investigations in these areas.

The comprehensive special counsel’s investigation period starts with 90 days, scheduled to end on May 25. It may be extended by 30 days twice, resulting in a maximum duration of 150 days (until July 24). A maximum of five assistant special counsels can be appointed. Kwon has assembled an assistant team consisting of four members: attorneys Kwon Young-bin (31st class of the Judicial Research and Training Institute), Jin Eul-jong (37th class), Kim Ji-mee (37th class), and Kim Jeong-min (15th class of military judicial officers). The investigation team is still in the process of finalizing its structure.
