Nairobi– Amin Mohamed, the head of the Directorate of Criminal Investigations (DCI), has alleged that former Cabinet secretary Raphael Tuju fabricated his claimed kidnapping.

On Monday, March 23, addressing the DCI headquarters, the DCI director revealed that Tuju stayed at his home during the time he was reported to be missing.

As per Amin, it was discovered by investigators that his phone was turned off at 18:18 on March 21, 2026, at his home in Karen.

“Based on reliable information and thorough forensic examination, the DCI has definitively established, and I state this without any hesitation, that Tuju was physically inside his home during the relevant time frame. Even at the exact moment his mobile phone was turned off at 18:18 on 21st March 2026, he was at his Karen residence,” Amin stated.

Amin stated that plain-clothes officers were sent to guard Tuju’s home following the family’s report of his disappearance.

After the family initially refused access to Tuju’s home, the National Police Service handled the issue with maximum urgency and determination. A joint operation team, including uniformed police officers and seasoned undercover detectives, was quickly sent to secure the site, especially the residence of Raphael Tuju,” he stated.

The head of the DCI mentioned that Tuju reappeared only when law enforcement was near revealing the facts, suggesting his absence had been planned and not an actual kidnapping.

“When faced with the reality that the police were getting close to the truth and that his lie could no longer be maintained, Tuju decided to come back, thus supporting the investigators’ previous justified belief that this was a planned disappearance rather than an actual kidnapping,” he said.
