Former trawler fisherman Peter Welburn cherished Shirley, his wife of 50 years. Therefore, when she passed away in November 2023 at the age of 73, he was naturally devastated.
The 74-year-old grandfather wished to provide her with the farewell she deserved and therefore reached out to Legacy Independent Funeral Directors, inHull, which asserted it provided ‘respectful individual attention’ at affordable rates.
He spent nearly £2,000 on his late wife’s funeral. The service took place the next month at Legacy’s location, supervised by the company’s motor racing fan, Robert Bush, a 48-year-old with a gentle demeanor who typically made grieving families feel comfortable as they entrusted him with their arrangements.
Mr. Welburn was happy to receive a wooden box containing his wife’s ashes four days later on December 23 – ‘just in time for’Christmas, her favorite time of the year’ – and the ashes were indeed buried at the base of the Christmas tree while her grandchildren played nearby.
However, Mr. Welburn, whose living room is decorated with framed pictures of his late wife, was soon to face the most unbelievable news: the ashes in the white wooden box did not belong to his wife.
Following reports in March 2024 that authorities were looking into Bush and Legacy regarding the suspected accumulation of bodies at the funeral home and family members receiving incorrect ashes, Mr. Welburn reached out to the crematorium in Leeds where his wife was cremated (as it was ‘more cost-effective’ than handling it in Hull, according to Bush).
To his shock — which quickly turned into fury — he learned that she had not been cremated until January 2024. “There is only one person who knows where she was truly taken, and that’s him [Bush],” Mr. Welburn said to the Daily Mail.
I feel like killing him, that’s how I feel. He has been free for the past few years.



I returned the ashes to the police. I’m not sure whose they are. They were inside a box that had our wedding photo in it.
What puzzles me is that I could have visited her during Christmas and New Year in the rest room. She remained there [under Bush’s supervision] until January 16 in the back room freezer.
Following Bush’s admission of guilt to 30 charges related to obstructing a legal burial and theft on Thursday — he had previously accepted responsibility for 35 fraud-related charges and one count of fraudulent trading — the full extent of his ‘evil’ actions, which have caused deep trauma for hundreds of families, is now evident.
As reported by activist Karen Dry, who has advocated for justice following the cremation of her parents at Bush three years apart, over one grieving family member utilized the ashes provided to create lasting memorials through tattoos on their arms. The ashes are combined with tattoo ink.
Now they have no idea who is etched into their arms,” Mrs. Dry said. “It’s a vile act. The man is a beast.
The parents of Mrs. Dry, Allan and Betty Griffin, who passed away in 2016 and 2019 respectively, were also taken to Bush’s Legacy location in Hull. “We spread my mother’s ashes in a rosebush,” Mrs. Dry mentioned.
I’m not even sure if that was her body. No one knows for certain if the remains they have belong to the family member who was cremated.
We are unsure about when the criminal activity began. There will always be doubts now: are these the correct ashes or not? This is the last thing you want to worry about if you lose your parents or other dear ones.
I will never know if I have the ashes of my mother or father. It’s something you must do for your family – ensure they receive a proper farewell, only to discover years later that you might not even have their ashes.
It’s terrifying. It’s an ongoing cause of suffering.
Although current knowledge about Bush is available, it is not surprising that many people had trust in him during such a difficult period in their lives. For nearly 15 years, his funeral services maintained a good reputation in and near his hometown.
Even though the “horror movie” has now been revealed, beneath its respectable black exterior, the Hull funeral home didn’t immediately raise many concerns.


Families who had placed their confidence in Legacy Independent Funeral Directors would commend father-of-two Bush, the son of a local headmistress, for performing an ‘excellent task’.
On its website, which listed funeral packages priced between £970 and £4,999, Bush was referred to as a ‘highly skilled funeral director, with extensive experience and industry-recognized certifications’.
The business’s success, which included two locations in Hull and one in the neighboring town of Beverley, enabled the family to purchase a spacious detached home in a nearby residential area.
Together with his daughter Saskya, 24, a graduate in mechanical engineering who assisted in managing the business, the Bush family enjoyed racing motorcycles during their free time.
They were captured in action at Brands Hatch and Snetterton on social media, where Saskya was also seen basking in the sun in Spain and Cape Verde, as well as visiting Rome and Norway.
She was taken into custody when the controversy first came to light but was not accused of any wrongdoing.
Nevertheless, behind the impressive appearance, Legacy and the Bush family were facing financial difficulties.
The accounts were past due, and the company received its fifth “compulsory strike off” notice within two years, with £62,000 in outstanding debts. At the same time, a mortuary fridge and hearses from Legacy, along with other items, were being sold on Facebook Marketplace.
By 2017, Bush had turned to taking charity collection boxes placed by grieving individuals at funeral services.
While the exact sum taken remains unclear, Bush admitted on Thursday to stealing from 12 charities such as Macmillan Cancer Support, the RNLI, and Help for Heroes.
He had also been receiving thousands of pounds for funeral preparations and, rather than using it for funeral arrangements, kept the money for his own use.


The disturbing secrets hidden behind the doors of Legacy came to light in March 2024 after an anonymous tip to the police raised ‘concerns about the treatment of the deceased,’ leading to a raid on the premises.
Humberside Police later stated that they had retrieved 35 bodies along with half a ton of human ashes, with 120 officers and personnel involved in the investigation.
Disgusted funeral industry professionals stated that there should be no justification for such a large number of bodies being kept at a single funeral home. The grim finding led thousands of individuals to contact a hotline to check if their family members were involved.
Danny Middleton, the stepfather of Michaela Baldwin, was among the bodies discovered in the funeral home.
He was still wearing his hospital wristband, making him simpler to recognize compared to some of the other 34 individuals, who endured the distress of giving DNA samples and photos to identify their loved ones. One of the bodies belonged to a baby lost during pregnancy.
That was the outcome, requiring a diving team skilled in handling decomposed bodies to be summoned.
A big man, Mr. Middleton’s family joked on the day of his funeral that his coffin seemed too small for his body. Now they realize he was never inside it.
Ms. Baldwin said to the Daily Mail, “We were given ashes believing they were Danny’s, but it turned out he was still at Legacy.”
His corpse remained at Bush’s funeral home for five months until the police conducted a raid in March 2024.
I was completely stunned,” she added. “He was meant to be buried in December, following his death in November. Then the police informed us that they had discovered his body.
This kind of situation doesn’t occur in real life. It’s similar to being in a horror movie. You come across these events in books or watch them on television programs. ‘Everyone had faith in him [Bush]. He would constantly say, ‘oh, bless. Oh, I’m truly sorry for your loss’. He had a way of comforting people.
It’s utterly heartbreaking to imagine he took my stepfather and discarded him like trash. I absolutely despise him.
The body of 87-year-old Jessie Stockdal was discovered at the location – three months after her passing.
Her family brought home what they believed were her remains and scattered them above the fireplace after her funeral.


Grandson Tristan Essex, 26, stated, “We went back there a few times after to move the ashes, and throughout that period, my grandmother was in the back, decomposing.”
Ms. Stockdale’s body was still equipped with the ankle tag applied during a postmortem examination, but was eventually recognized through DNA testing.
Mr. Essex remarked, “We were experiencing every possible emotion; we hadn’t truly begun to grieve yet. It makes me feel ill.”
Regarding his grandmother, he stated, “She was truly my best friend, she acted like a mother to me, and she raised me as a child.”
He stated: “[Bush] has shattered every memory I’ve had with my grandmother… He’s deprived us of our goodbyes, we didn’t have the opportunity to say farewell.”
Looking back, there were clear indicators when clients began to express dissatisfaction with the quality of the funerals organized by Bush, including poorly made coffins that were damaged, raising concerns that they were used.
One account stated, ‘The car arrived late, the flowers were not securely tied to the coffin and were not the ones they had ordered.’
Later on, the ‘spread’ they had at the funeral home was quite bad, mostly tea and cookies.
A daughter shared a comparable experience during her father’s funeral.
I desired a little more investment in the flowers, but they were merely artificial ones arranged to spell Dad, which had been left lying around.
Issues started to acquire a more ominous outlook.
Residents who spent thousands of pounds on coffins and cremation costs claimed they were never provided with evidence that the caskets were truly cremated — and frequently did not receive the ashes either.
Some were doubtful since their ceremonies took place at the Hull hall, rather than the crematorium.
During the ceremony, they were presented with a sealed coffin and informed that their family member was within, leading to doubts about whether it was truly empty and whether the claimed cremations had actually occurred.
Some later received ashes but often had to hassle Bush for them.
Although the actual extent of Bush’s wrongdoing might remain unknown, Mrs Dry and Ms Baldwin are firm in their belief that there was a single reason for his actions: financial gain.
In the end, Mrs Dry notes, he was detained by police officers at Heathrow airport in 2024 upon returning to the country from a journey to the United States.

Bush now has until July to contemplate his wrongdoing, and was released on bail by Judge Mr Hilliard — an additional insult to some of the affected families, according to Ms Baldwin.
However, it gave certain families the opportunity to explain to the former funeral director what their transgression meant to them.
“Rot in hell,” was one of the insults as Bush headed toward a black taxi. “Monster” and “wicked b*****” were among the others.
It was reasonable that no one felt compassion for the man in the dark three-piece suit, who kept his eyes on the floor and fidgeted with his thumbs in the dock as he was informed that he will receive a prison sentence when he returns for his sentencing in the summer.
“She hasn’t felt remorse for us, the victims,” said Ms. Baldwin.
He didn’t experience remorse for our loved ones. I don’t believe he feels anything at all. It was like they were invisible, forgotten. I think he is a genuine, authentic monster.
