A senior investigator in charge ofdomestic violenceindividuals who were detained by officers following a profane rant after an alcoholic all-you-can-eat brunch have been banned.
Detective Inspector Mark Portelli was convicted of serious wrongdoing due to his conduct during the intoxicated incident in Dorset.
The police officer had drunk multiple cocktails and glasses of prosecco at a bottomless brunch gathering prior to heading to the nightclub.
He was expelled from the club due to a reported assault within the premises and subsequently taken into custody by officers from Dorset Police outside the venue during the early morning of March 31, 2024.
Bodycam video captured him loudly yelling ‘you stupid f****** c***’ and ‘you stupid f**** t***’ during a drunk outburst.
In the footage, his coworkers are audible asking, “this isn’t going to help, is it?” while repeatedly shouting Portelli’s name in a desperate effort to soothe him.
The footage, captured at 12:45 am, depicts the bearded officer dressed for an evening outing in a black-collared shirt, with his hands restrained behind him.
Even though he was found guilty of using threatening or offensive language that could lead to harassment, fear, or distress, this decision was later reversed by a court when Portelli demonstrated that he had spoken those words to himself as a result of his own actions.



Nevertheless, the 21-year-old officer was still subjected to disciplinary actions due to his conduct with nightclub employees and other police officers connected to the same event.
The disciplinary committee determined that Portelli misused his role as a law enforcement officer by trying to affect how the door staff handled him by informing them he was a police officer.
He also leveraged his position to attempt to sway how his subordinates interacted with him.
Additionally, the panel determined that he communicated with those officers in a confrontational, haughty, and condescending way.
At the hearing, Portelli stated that he fully accepted responsibility for his actions that night and expressed that he felt embarrassed and ashamed of the language he had used.
He also acknowledged that his actions during that period added to the challenges faced by his coworkers.
Nevertheless, the panel determined that he violated the Standard of Professional Behaviour related to authority, respect, and courtesy, along with improper behavior and a lack of honesty and integrity.
He was terminated without prior warning and will be added to the police prohibited list.

Portelli, hailing from Poole in Dorset, was employed in the high-risk unit of Dorset Police, handling cases involving domestic abuse and harassment, as well as individuals with a history of repeated offenses.
Later, Deputy Chief Constable Rachel Farrell stated: ‘Regardless of being on or off duty, our officers must maintain the highest levels of conduct and honesty at all times.’
The general population should justifiably trust that when these benchmarks drop beneath the anticipated level, strong measures will be implemented.
The manner in which Mark Portelli handled individuals carrying out their responsibilities was inappropriate, as was his behavior as a senior officer towards his peers, who were attempting to address the situation in a professional way.
The personnel present at the scene demonstrated bravery, honesty, and unbiased conduct, and I praise their behavior.
