Mohammad Bagher Zolghadr, the head of Iran’s Supreme National Security Council, mentioned on the 8th (local time) that the Strait of Hormuz would not be reopened “until the U.S. changes its behavior,” while listing six requirements for its resumption. As reported by Iran’s semi-official Tasnim News Agency and other sources, Zolghadr specified the following six conditions:
1. Avoid making threats against Iran or showing disrespect towards the revered beliefs (religious and national) of the Iranian population in any manner or form.
2. Cease all wars and military aggression against Iran and its allied countries, including Lebanon, Palestine, Yemen, and Iraq, on a permanent basis.
3. Remove the naval embargo on Iran and pull out U.S. military and air forces located close to Iran.
4. Provide full compensation to Iran for losses suffered due to two invasions and imposed conflicts, with no reductions.
5. Eliminate entirely all unfair and unlawful restrictions imposed on the Iranian population.
6. Return without conditions all assets that have been frozen or seized, which belong to the Iranian population.
Abbas Araghchi, Iran’s foreign minister, mentioned during a press event organized by President Masoud Pezeshkian on the same day that “discussions with Oman about the Strait’s reopening are approaching a deal.” Nevertheless, Sardar Mohammadi, a representative from Iran’s Islamic Revolutionary Guard Corps, noted, “The Strait’s reopening does not depend on current talks with Oman. It is dependent on the U.S. completely agreeing to Iran’s conditions and stopping its involvement.”
This reply is seen as Iran indicating that talks with Oman are just initial conversations about future transit agreements, and resuming relations is only feasible if the U.S. agrees to its conditions.
U.S. Vice President JD Vance discussed during a Fox News interview on the same day that the U.S. is currently engaged in talks, referring to the situation as “the middle of the game.” He stated, “We have been assured by Iran that they will not impose tolls or attack commercial ships,” but added, “Iran’s words alone are not enough; we need to see actual actions.”
Vance stated, “We are talking about secure shipping lanes with Gulf countries,” while emphasizing, “Resuming normal passage is only possible following the removal of mines Iran heavily placed in the war’s initial phases and the reestablishment of the maritime traffic network.”
