An ‘obsessive’ pursuer with a ‘sexual fascination’ forBillie Piperhas served a 12-month prison sentence for violating a restraining order by postingAIimages of her generated online.

Philip Jerome, who attended court on his 49th birthday on Tuesday, shared 11 posts about the Doctor Who actor on the social media site X, featuring ‘cartoon’ AI-created images of her.

He has been focusing on Ms Piper, 43, for more than ten years, havinghad previously appeared at her residence, making her feel ‘unsafe’. He was under a stalking prevention order at that time.

The court was told that he had a ‘sexual interest’ in the actress and had attempted to reach out to her through social media by tagging her in posts, in a ‘delusional’ effort to start a relationship with her after meeting her two decades ago.

He had earlier placed cards in her mailbox, flooded her social media with messages, and sent her an 18-page love letter.

Jerome was previously imprisoned for violating a restraining order by attending a Comicon event, where he took two photos with Ms. Piper on the same day, dressed differently for the second encounter.

The court was informed that on the second instance, Ms. Piper identified Jerome, leading to his removal from the event by security.

Jerome, hailing from Winchester in Hampshire, had previously been informed that he could face a five-year prison sentence if he violated the order.

However, Prosecutor Anisa Alrubaie mentioned that he tried to reach out to her once more in December 2025 through messages on X.

Basingstoke Magistrates’ Court heard Jerome posted 11 times on X during a month, tagging Piper’s account each time. He also stored three images of her in his photo collection.

Ms. Alrubaie stated: “There are multiple cases where the defendant has identified Billie Piper through her account and has been trying to reach out to her by tagging her on X.”

She mentioned that he had added a caption to a post featuring Piper on X: “I think I know which image likely made me fall for [Ms. Piper], the GQ Awards, and inspired me to meet her at the Growing Pains Book signing.”

She appears fabulous without wearing a bra.

Ms. Piper was absent from the most recent hearing. The court was informed that her personal assistant managed the X account and attempted to protect Ms. Piper from the comments.

However, during an earlier court session, Ms. Piper stated: “I don’t feel safe staying at home. I don’t think he would come and harm me, but I’m not certain about that.”

Caroline Bonavia, during the mitigation phase, stated that the most recent messages were not of an ‘unpleasant nature’ and primarily consisted of repeated content.

Ms. Bonavia stated, “The violations involved locating images of Ms. Piper’s head and face from public sources, the internet, a magazine cover, and a program, then sharing them on his X account and labeling her.”

They are the same images of her head presented in various ways, mostly repetitions. Some were essentially her face generated by AI, giving it a cartoon-like appearance.

She mentioned that this would typically not pose an issue when shared on social media, but it was because of the ‘history’ of his misconduct that made it a violation.

Ms. Bonavia stated, “There is inevitably some anxiety for a public individual, as she has experienced difficulties in the past, which naturally leads to certain challenges.”

There were multiple posts throughout the month, but as I mentioned, there’s nothing wrong with it, except for the past.

Ms. Bonavia stated that Jerome was diagnosed with autism and had previously admitted guilt to violations of the stalking prevention order.

The court heard that he had a harassment charge from 2013, involving a different victim.

Jerome initially appeared in court regarding Ms. Piper in 2018 when he confessed to stalking and received a restraining order following his visits to Ms. Piper’s residence, placing cards through her door, and mailing letters to her.

He subsequently violated this order in December of that year by messaging her mother and sister on Facebook, “expressing a desire for them to meet,” as well as attending Ms. Piper’s residence and making remarks regarding her choice of partner.

Police also discovered ring binders at his residence that included newspaper cuttings, information about events, and additional items.

In February 2019, he appeared in court in Southampton and confessed to harassment by violating the restraining order after he sent Piper an 18-page message when she failed to attend the earlier court session.

The hearing was informed that he sent a long Facebook message filled with ‘adoration’ to the actress through her mother and sister, after locating them on the social media platform.

Six months later, he showed up in court in Southampton once more following his failure to attend ‘crucial’ sessions with a psychologist that the court had mandated him to participate in, aimed at addressing his stalking behavior.

In 2022, he became the focus of a stalking prevention order. That same year, he received a 12-month prison sentence for violating the order.

Detaining him once more on Tuesday, District Judge Kirsty Allman stated that Jerome’s conduct was ‘deeply rooted and compulsive’.

Judge Allman stated, “You have a sexual interest in Ms. Piper, as evidenced by your comments about her not wearing a bra and similar remarks.”

She stated that considering all of his offenses and the ‘repeated’ aspect of them, she was unable to stay his sentence.

She stated: “Your intention was to reach out to her, hoping she would enter into a relationship with you.”

It is acknowledged that Ms. Piper does not have access to her X account and does not check it, but you aimed for her to see the posts, which would probably have resulted in harm and upset, especially considering the circumstances.

She stated: “You have shown a long-standing history of stalking and harassment crimes.”

She mentioned that although she was diagnosed with a schizophrenic personality disorder in 2013 and recently identified as having autism, this did not overshadow the numerous violations he had committed.

DJ Allman stated: “You met Ms. Piper 20 years ago and became fixated on her. It is evident from the pre-sentence report that your fixation on Ms. Piper has a sexual component.”

Your continuous attempts to reach out to her stem from your belief that you can establish a relationship with her. This is unrealistic.

Your actions are deeply rooted, and they are compulsive. The probation service has determined that you cannot stay within the community.

He received a 12-month prison sentence and was required to pay a mandatory surcharge of £187 following his admission to four violations of the order.

Ms. Piper became well-known at the age of 15 with her initial track “Because We Want To.” She wed DJ Chris Evans when she was 18 and he was 35.

She is the mother of three children: two sons from her previous marriage to Laurence Fox and a daughter from her former relationship with Johnny Lloyd.
