Kim Ji-yong, the first Serious Crime Investigation Agency (SCIA) chief, said on the 19th, “Based on the fundamental principle of protecting people’s rights and interests, we will demonstrate results so that the public can feel why the SCIA is necessary.”
Chief Kim made this statement while meeting with reporters around 8:50 a.m. that day during his commute to work, emphasizing, “Protecting the rights and interests of the people is the fundamental goal of the SCIA.” He added, “The past abuses, such as the prosecution’s misuse of investigative authority, stemmed from the politicization of investigations. The SCIA will become an investigative agency where the public has no concerns by upholding fairness, neutrality, and procedural justice.” Regarding specific measures for responsible investigations, he stated, “The goal is not prosecution; we will handle cases as they are—if there is no evidence, we will close them, and if there is, we will proceed accordingly.”
Regarding the SCIA’s initial operations, he said, “Last Friday, upon arriving at work, I gave the first directive to the dedicated task force (TF) for the early stabilization of the SCIA to quickly prepare physical and human infrastructure,” adding, “We will stabilize the SCIA within a short period.” During the confirmation hearing process, Kim had also stated, “To ensure the early stabilization of the SCIA, I will immediately form a dedicated team upon taking office to organize personnel, facilities, and systems.”
On the issue of attending Cabinet meetings presided over by the President, he said, “We will make an appropriate decision in consultation with relevant laws and agencies.” Earlier, on October 6, Jeon Jong-min, the acting SCIA chief, attended a Cabinet meeting, sparking controversy over political neutrality. This statement reflects a reserved judgment on the appropriateness of attending Cabinet meetings.
President Lee Jae Myung approved the appointment of Chief Kim on the 15th. The SCIA finally appointed its first chief after nearly two weeks since its launch. The inauguration ceremony for Chief Kim is scheduled for the 20th.
