Individuals in public service who have made notable achievements in minimizing disaster impact or preventing incidents within the disaster and safety management field may now be eligible for special advancements to higher roles, even when no openings exist at those levels. Moreover, public employees in Grades 7 through 9 who have served in disaster and safety management for over two years can now be promoted to higher positions with one less year of necessary experience than other public servants.
The Department of Personnel Administration stated that the updated Public Official Appointment Regulation, incorporating these modifications, was endorsed during a Cabinet session led by President Lee Jae Myung on the 31st.
As per the government’s announcement, public servants who have shown exceptional performance in disaster and emergency management are now eligible for special promotions to higher positions, irrespective of whether there are available vacancies. In the past, such promotions were only possible when there were open posts at higher levels, even for those who performed exceptionally well. Additionally, public officials who have been honored with awards like the “National Disaster Management Merit” from the President or Prime Minister are now also qualified for these special promotions.
Officials at the practical level in Grades 7 to 9 now have their required service period for advancement to higher positions shortened by one year if they have experience in disaster and safety management for over two years. For instance, Grade 9 officials now need four years and six months of experience (previously five years and six months), Grade 8 officials require six years (previously seven years), and Grade 7 officials must have ten years (previously eleven years) to be eligible for promotion.
The Department of Human Resources remarked, “With these changes, our goal is to promote sustained employment, improve skills, and raise the spirits of those working on the front lines in disaster and safety roles, where the environment is challenging and the duties are significant.”
Minister of Personnel Management Tschoe Dong-seok stated, “Individuals in public service who commit to safeguarding citizens’ lives and security deserve proper acknowledgment and support for their work. We aim to establish a setting where public servants can concentrate on their responsibilities, helping to build a more secure Republic of Korea.”
