John Brennan, the former head of the U.S. Central Intelligence Agency (CIA), has expressed concerns regarding the psychological condition of U.S. President Donald Trump and has advocated for his temporary removal from office.

As reported by the U.S. political news publication Newsweek on the 12th, former director Brennan mentioned in an interview with MS NOW the day before, “I believe the 25th Amendment was crafted with Donald Trump in mind.”

The 25th Amendment allows for the temporary removal of a president’s authority if the U.S. vice president and most members of the Cabinet agree that the president is incapable of carrying out their responsibilities. When the vice president and a majority of the Cabinet submit a formal statement to congressional officials indicating “the current president is unable to perform his duties normally,” the president’s powers are halted, and the vice president takes over as acting president.

Former CIA Director Brennan referenced Trump’s comments regarding the “destruction of Iranian civilization,” stating that the president “is clearly unstable.” Earlier, just prior to declaring a two-week truce with Iran, Trump remarked, “A whole civilization will die tonight, never to be revived again.” Brennan pointed out that this kind of language highlights the risks associated with unbridled executive authority, adding, “Allowing someone like this to remain as commander in chief and to oversee the significant power of the U.S. military, including our nuclear weapons capability…we are truly facing very serious times.”

Brennan, who headed the CIA during Barack Obama’s time in office, has had a controversial relationship with President Trump. Trump believes that the former director created the “Russia Gate” narrative to hinder his campaign in the 2016 election. Following Trump’s second term, it was reported that the Department of Justice was launching an inquiry into the former director Brennan.

Demands to halt Trump’s responsibilities have primarily come from the opposition Democratic Party. After Trump’s statements regarding the “destruction of Iranian civilization” and despite reports of a two-week truce, Democratic representatives have kept pushing for his removal via the 25th Amendment.

Nevertheless, the probability of using this amendment is very low in practice. According to Section 4 of the 25th Amendment, it can only be triggered if the vice president and most members of the Cabinet submit a written declaration stating the president is unfit for office. At present, the majority of the Cabinet members were appointed by Trump. Although the 25th Amendment was established in 1967, it has never been used against a president’s wishes. After the January 6th Capitol attack in 2021, there were short-lived discussions about applying the 25th Amendment to Trump, but no action was taken.
