The China General Administration of Customs has stated that it will immediately allow the import of approved plant-based Chinese medicinal ingredients from Pakistan, according to China Economic Net (CEN). The move is intended to enhance practical collaboration between China and Pakistan and expand the supply routes for its medicinal materials sector.

The approved plant-based Chinese medicinal materials from Pakistan consist of 29 types of medicinal plant products, including the dried flower buds of Nymphaea candida, the dried ripe fruit of Cordia dichotoma, and the dried entire plant of Plumbago zeylanica. To guarantee product quality and safety, China has implemented a comprehensive supervision system covering all stages, which involves enterprise registration and traceability management, a ‘zero tolerance’ policy for pest control, standardized processing and packaging, and a two-step quarantine verification process. China has developed a clear list of regulated quarantine pests and requires Pakistan to establish an extensive management system encompassing pest monitoring, integrated control, and post-harvest management. If any quarantine pests of concern to China are detected, immediate emergency control measures must be initiated. Medicinal materials must be thoroughly cleaned of soil and impurities before drying. Packaging materials must meet China’s phytosanitary standards, with wooden packaging adhering to International Standard for Phytosanitary Measures No. 15 (ISPM 15). Each package should be labeled with the product name, country of origin, enterprise registration number, and the statement “Exported to the People’s Republic of China” to ensure full traceability. Pakistan is required to perform pre-export inspections and issue phytosanitary certificates in line with ISPM 12, along with an additional declaration stating “This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of Plant-derived Medicinal Materials from Pakistan to China, and is free from quarantine pests of concern to China.” Upon arrival at Chinese ports, verification will be carried out on the certificates, packaging, and the consistency between the goods and their accompanying documentation, as stated in the report.
