The United States believes there is a strong likelihood that China has deployed over 100 intercontinental ballistic missiles (ICBMs) at three silo facilities. This information is included in a draft of the U.S. Department of Defense’s (*2025 Report on Chinese Military Power*), which was obtained by Reuters on the 22nd. The U.S. Department of Defense has been providing annual assessments of China’s military strength to Congress since 2000.

The report concluded that China probably deployed over 100 solid-fuel DF-31 ICBMs at silo facilities close to the Mongolian border. Although the Department of Defense had previously noted the presence of these silo sites, this marks the first instance where it has explicitly discussed whether missiles are armed and the number involved. The intended targets of these missiles were not disclosed. By last year, China’s nuclear warhead inventory was in the low 600s, with production rates decreasing compared to previous years. However, the report forecasted, “Nuclear capabilities will keep growing, exceeding 1,000 warheads by 2030.”

Although U.S. President Donald Trump has consistently shown a desire to engage in “nuclear arms control” talks with Russia, China, and other nations since assuming office, the report mentioned, “There is no indication that Beijing is interested in engaging in comprehensive arms control discussions.” It further evaluated that by the end of 2027, China may have the ability to achieve victory in a conflict against Taiwan. Beijing has continuously worked to challenge existing norms in the Taiwan Strait through naval movements and extensive military drills. The report highlighted that China is also enhancing military strategies to gain control over Taiwan, including scenarios targeting regions located 1,500 to 2,000 nautical miles (approximately 2,780 to 3,700 kilometers) from the mainland. It also stated, “If such strikes are carried out on a large enough scale, they could present a significant threat to U.S. forces in the region during an Asia-Pacific conflict.”
